Google Merchant Center Tax and Shipping Setup Guide

Tax and shipping configuration is one of the most common sources of product disapprovals in Google Merchant Center. Google requires that the shipping cost and tax a customer sees in a Shopping ad match what they see when they land on your product page. Mismatches trigger disapprovals. Incomplete setup blocks your products from serving entirely.

Shipping Settings

In Merchant Center, go to Shipping and returns under the Tools menu. You must create at least one shipping service that covers your target country. For each service, define the shipping regions, carrier, transit time, and rate calculation method. Google supports flat rates, carrier-calculated rates, and table-based rates. The most common error is setting up shipping in Merchant Center but forgetting to update it when your store's actual shipping rates change. Google crawls your checkout and flags mismatches.

Free Shipping Handling

If you offer free shipping on orders above a threshold, configure this explicitly as a conditional free shipping rate in Merchant Center. Do not set a flat $0 rate across all orders if free shipping only applies conditionally. The feed attribute shipping_cost should reflect the actual cost for the specific product at checkout, not a blanket value.

Tax Settings (US Sellers)

US sellers must configure tax settings in Merchant Center. Go to Tax settings under the Shipping and returns menu. You can set tax rates by state, use Google's automatic tax calculation based on state rules, or indicate tax inclusion in your prices. The rate shown in your Shopping ads must match the tax your checkout applies. If your platform calculates tax dynamically, use the tax_category feed attribute to map products to the correct tax tables.

Common Errors That Cause Suspension

Showing lower-than-actual shipping costs in ads is a policy violation under misrepresentation. This includes showing free shipping in an ad when shipping is only free on orders above a threshold that the advertised product does not reach. Similarly, advertising a lower product price than what appears at checkout after mandatory fees or taxes triggers misrepresentation flags. GMCSuspension.com's audit tool checks these specific mismatches against your live checkout automatically.
